Meet the USDSA Staff and National Trainers

David Hinners

David Hinners, Executive Director and National Trainer

David is a retired Wichita Police Officer with over 25 years of police and security experience. He is one of the Emergency Vehicle Operations Course (EVOC) guest instructors with the State of Kansas Law Enforcement Training Academy and trained recruits for his own department before retiring. After retiring he has stayed on with his department as a reserve officer.

During his time with his department, he received numerous awards and commendations including three Bronze Wreath of Merit Awards. David started with USDSA in 2004 as one of the national trainers and has worked his way up to the executive director role within the organization. He has been an instructor/speaker and institutional provider at numerous training academies and martial arts/fight gyms across the nation. He has had the opportunity to train with some of the best know MMA coaches and gyms.

David trains private security from aircraft manufacturing, banking entities, and Fortune 500 companies. He is featured in a hand-to-hand combat DVD and is a co-owner of a combatives training center in the Midwest.

Mike Willis

Mike Willis, Law Enforcement Program Coordinator and National Training Director

Mike is a former full-time law enforcement officer and team leader/point man for an active multi-agency SWAT Team. He holds a Bachelor of Science in administration of justice as well numerous instructor certifications and credentials in law enforcement training.

Mike has been training nationally for organizations since 1999, and his courses are innovative and reality based. He developed the Instinctive Hand-to-Hand Combat Fighting/Training System, which is a life changing officer survival training course. His Active Shooter Response/Tactical Entry Course has been coveted by agencies across the country for its innovative tactics and training concepts. He is a guest instructor/speaker and institutional provider at numerous training academies across the country, as well as presenting at many martial arts/fight gyms. He is featured in the Instinctive Hand-to-Hand Combat DVD and has written numerous published training articles, as well as being a contributor on the American Heroes Network’s “American Lawman” series, and national media contributions.

He is co-owner of a combatives and training center in the Midwest. Mike trains private security entities including clients from Fortune 500 companies. He still considers himself a student and is continually searching to improve himself and others.

Alexis Godlwater

Alexis Goldwater, Office Manager

Alexis is a former full time law enforcement officer. She was the recipient for the Larry D Welch award for being top of her class at the Kansas Law Enforcement Training Center. Alexis has a Bachelor of Science degree in criminal justice through Wichita State University.

Brian Boling

Brian Boling, National Trainer

Brian began in law enforcement as a reserve officer in 1987 for the Clover Police Department, transitioning to full-time in 1989 as a patrol officer. Later that year, he transferred to the York County Sheriff’s Office where he is currently retired after serving as the agency training officer. Brian has worked in patrol, traffic enforcement, SWAT, Civil Process & Warrants, investigations and internal affairs prior to training and is a graduate of the 232nd class of the FBI National Academy in Quantico Virginia. In his career, Brian has become an instructor for the Sheriff’s Office in: O.C., Defensive Tactics, Firearms, Edge Weapon Defense, Ground Defense, Close Combat, Krav Maga and Personal Security Detail.

Additionally, Brian is a Master Instructor for the Eng School of Self-Defense (World Combative Arts System) and operates his own school in Clover. Other related accomplishments include: safety programs for women, teens, and seniors; Street Safe kid safety program; and CWP and weapons training for civilians.

Michael Lloyd, IT Specialist and National Trainer

Michael Lloyd is currently a patrol Sergeant with the Wichita Police Department (WPD) and has served the community for twenty-two years. He is a Marine Corps veteran, having served in Security Forces and as a non-commissioned officer in Fleet Infantry.  Since graduating from the WPD academy, he spent twenty years in Field Services as a Patrol Officer, a Field Training Officer, and a Community Policing Officer.  In August 2016, he was promoted to Detective.

Michael is an instructor at the Law Enforcement Training Academy for WPD and the Sedgwick County Sheriff’s Department, teaching and training on several topics. During Michael’s service with the WPD, he has received many awards including a twenty-year bronze wreath of merit, civic achievement, three distinguished service awards, a five-year safe driving award and numerous certificates of accommodations and commendable performance reports. 

Michael attended Eastern Gateway Community College earning his degree in Criminal Justice. He has been involved with several community groups throughout his career and served as the president of the Stand Together Coalition for two years. 

Michael has been involved with the United States Deputy Sheriff’s Association for 5 years as a board member, and is now a national trainer and IT Specialist for the organization.

Laura Rainwater, Communications and Public Relations Director

Laura joined USDSA in December 2018. Prior to her appointment, she served as the Community Services Representative for the City of Wichita Council Districts II and V. She was the liaison for residents to City departments and Council Members. She provided regular communication and support to neighborhoods through publishing bi-weekly District Newsletters and managing social media accounts for the Districts.

In May 2016, Laura was appointed as the Executive Director for the Sedgwick County Association of Cities (SCAC). SCAC advocates for municipalities as the official voice of municipal government in Sedgwick County, and promotes good government through education, training and leadership.

Laura was appointed to the Board of Directors of the Mental Health Association of South Central Kansas (MHA) in December 2017. She works hard to ensure long-term sustainability of the organization and oversee that the funds raised go to directly serve those in need.

Prior to joining the City of Wichita, Laura was the executive assistant to the city administrator for the City of Maize, Kansas, and the executive assistant to the vice president for Strategic Communications at Wichita State University. Her responsibilities at WSU included marketing, media relations, budget and office management, web page and social media management for the university president, and composing and publishing the president’s monthly newsletter.

Rainwater received her bachelor’s degree from WSU in business administration.
